is there anything planned to enable an admin to create a user token for another user? we want to have a machine user that is able to rotate its own token, but in order to do so we need a user token - but we can't create user tokens for other users. kinda classic chicken vs. the egg thing

more generally, would love proper first-class support for machine users. feels like something that very few SaaS providers actually think about or support in a first-class manner, despite it being an incredibly common use case
