Is there a way to set "retry from failure" as the default behavior for a pipeline (ideally with some retry limit)?

correct - no automatic pipeline run retry system yet (from failure or from beginning) at this time

Last question: where are retries in the roadmap? Slated for 0.10 ?

not certain - 0.10.0 includes the daemon that would be responsible for driving the automatic retries but the specifics are still tbd
